Summary, etc.	John Locke (1632-1704) fue el primero en formular el principio de la separación de los poderes como única posible garantía de respeto de la soberanía natural, estableciendo así el precepto que fue reconocido más tarde como fundamental por los teóricos del liberalismo.<br/>En su Segundo ensayo sobre el gobierno civil Locke propuso en 1690 las líneas fundamentales de una Constitución representativa: el poder supremo es el representado por el cuerpo legislativo, en el que estarán presentes los ciudadanos, sus estados sociales, sus intereses y sus derechos constituidos, mientras el poder ejecutivo (que se deberá confiar preferentemente a una monarquía) está sencillamente delegado para garantizar la ejecución de las leyes.
